Ela Executive Commitee

Chair: Peter Kantor

Peter Kantor is an environmental lawyer and an advocate, practicing in Cape Town as Kantor Legal Services cc. He was previously attorney and partner at Herold Gie Attorneys. He also practices labour and constitutional law. Peter specializes in environmental law since 1995 and has been involved in advice, litigation, representing communities and management consultancy in multiple aspects of environmental law. He served on the ELA national committee in 1997.

Vice Chair: Marie Parramon

Marie Parramon (Paralegal at Warburton Attorneys) obtained a LLB in Judicial Law in France and an LLB in Business Law in Scotland. She successfully completed a Masters in Environmental Law at the University of the Western Cape. She furthered her expertise in South African law through her active involvement in various projects, including those commissioned by the Metropolitan Council of Cape Town, the Department of Environmental Affairs and the Department of Marine and Coastal Management. She received an internship with the National Ports Authority of South Africa which provided her with extensive practical experience in environmental law and management. She is currently completing an LLD in Environmental Law at the North West University (Potchefstroom Campus).

National Secretary (Portfolio): Willemien du Plessis

Willemien du Plessis is Professor at the Faculty of Law of the North-West University (Potchefstroom Campus) and holds post-graduate degrees in law and environmental management. Willemien is the Director of Research and steers the Research Unit at her Faculty. Willemien has extensively published in the area of environment and development law for many years. She has similarly been involved in various international, regional and domestic research projects involving development and environmental law. She teaches environmental law at undergraduate and post-graduate level. She has also been working on issues of energy law for some time. Willemien has served on the Secretariat of the ELA since 2006. She is a Law Commissioner of the World Conservation Union (IUCN) and a member of the IUCN Academy of Environmental Law. She is Chairperson of the Research Committee of the Academy since 2009.

Niel is a Junior Lecturer at the Faculty of Law of the NWU (Potchefstroom Campus). He is currently conducting research towards his LLD degree in cross-border environmental governance in SADC with a particular focus on the legal framework pertaining to transfrontier parks.

Western Cape and Northern Cape Representative: Loretta Feris

Loretta Feris holds a LLB degree from the University of Stellenbosch where she also received her doctorate degree. She holds an LLM from Georgetown University in the USA. She is currently Associate Professor of Law at the Institute of Marine and Environmental Law in the Faculty of Law at the University of Cape Town (UCT) where she teaches natural resources law and pollution law. Her research and publications focus on environmental rights and trade and environment. Loretta is a Law Commissioner of the World Conservation Union (IUCN) and a member of the IUCN Academy of Environmental Law and has served on the teaching and capacity building committee of the Academy for three years.

Free State Representative: Ilze Keevy

Ilze Keevy is a Senior Lecturer at the Faculty of Law, UFS (Department of Constitutional Law and Philosophy of Law). She teaches environmental law at undergraduate and postgraduate level. She is passionate about potable water quality and is involved in multidisciplinary research on subterranean water pollution, sewerage/water pollution, etc. Ilze is the chairperson of the Mooiwater Conservancy, Bloemfontein and has hands-on experience with evictions of illegal occupants of conservancies and all the legal and environmental issues accompanying it. As a proponent for human rights, she is passionate about environmental justice as well as effective environmental compliance and enforcement measures.

KwaZulu Natal Representative: Ed Couzens

Ed Couzens is a non-practicing attorney and Associate Professor at the Faculty of Law of the University of KwaZulu Natal He holds a doctorate degree in environmental law. He has been teaching environmental law at undergraduate and postgraduate level since 2001. He has widely published in the field (accredited South African and international journals and peer reviewed chapters in books). Ed has been an active member of the ELA for many years and is a co-editor of the South African Journal for Environmental Law and Policy. He is also involved in various environmental law projects with African and European partners and is member of the IUCN Academy of Environmental Law.

Matthew is an associate practicing primarily environmental law and competition law at Bell Dewar in Johannesburg.

North-West Province Representative: Anél du Plessis

Anél du Plessis is Associate Professor at the Faculty of Law of the North-West University (Potchefstroom Campus) and holds a doctorate degree in environmental and local government law. Anél teaches local government and environmental law at undergraduate and post-graduate level since 2005. She has widely published in the field and often represents her Faculty at international conferences. Anél is involved in various national and international projects on environmental rights and governance. She has been Secretary of the ELA between 2007 and 2009. She is a Law Commissioner of the World Conservation Union (IUCN) and a member of the IUCN Academy of Environmental Law. Anél serves on the Governance Committee of the Academy since 2009

Limpopo and Mpumalanga Representative: Theo Scheepers

Theo Scheepers is an attorney of the High Court of South Africa (Attorneys Mokale Scheepers and Associates Inc in Krugersdorp and Polokwane) and Professor at the Faculty of Law of the University of Limpopo, Turfloop Campus. He is heading several departments within the Law Faculty. Theo has years of experience in teaching environmental, local government, business and development law. He has similarly supervised various masters and doctoral studies in the field and is actively involved in various research and development projects including the establishment of a Research Institute for Compliance and Performance. Theo is known inter alia for being first-hand involved in tackling the environmental and development challenges in the rural areas of South Africa.

Ad hoc Member: Michaela Lau

Michaela Lau holds an LLB degree from the University of Stellenbosch, where she graduated cum laude in 2007.She completed her Masters in Environmental Law at the University of Cape Town in 2009, completing her studies with distinction. Michaela joined the firm, Smith Ndlovu & Summers Attorneys, Cape Town, in September 2009 as a candidate attorney. She has been involved in the drafting of several Legal Reviews analysing legislation applicable to the prevention and combating of marine pollution incidents. She has assisted in the preparation of various legal opinions, comments on environmental laws and has been involved in applications for requests of access to information in terms of the Promotion of Access to Information Act.
